enable to add financial information

hello team 

i am enable to add my financial information while creating ebay seller account. i had added my visa card details on financial information section , but we got the error that we couldn't verify this card , please provide a different card.

i request you to please provide why they couldn't verify my visa card . i request  you to please provide the reason why they denied my visa card.

In India, don't you have to have a Payoneer account attached to your Managed Payments account?
