My item was not delivered because the envelope arrived empty from the post office. However tracking says that it arrived. So I cant start an item not received case because of tracking, but still have no item. since ebay no longer takes phone calls what do i do? Im hoping the money back guarantee will work, but not sure how if I can't open a case.
