ebay store sales reports

I have an ebay store and you are supposed to be able to have free access to basic sales reports.  When I go to the subscription page where ebay help says you sign up for this, all that is offered is the "for pay" subscriptions.  Nothing is even offered under sales reports.  Is this a glitch or is there some kind of new rule that ebay help section hasn't caught up with yet.
