Is purchasing a shipping label through ebay the same as paying for shipping charges?  Or am I simply paying for a label, but still have to pay for actual shipping charges through my designated carrier?

When you purchase a label from the shipping labels page on eBay that is all you need to do. That is your shipping label, you put it on your package and take it to the carrier you chose. You do not have to pay the carrier again when you take it there.

Be sure to enter accurate package information, dimensions and weight, into your listing and double check that the label page is also correct when you purchase.
