eBay "customer service"

Is there any way to contact eBay customer service now via a phone call??  They seem to have done away with the call back feature and the only "customer service" they provide now is to speak to an automated agent which is a feature that routinely doesn't work, or to "help myself" by reading articles or ask the community which is pawning off their job on other members.  This is NOT acceptable.  If anyone can provide a way to call eBay so I can speak to someone about my issue, I would very much appreciate it.

Customer Service on ebay.com, the USA site, is only for members located in the USA and Canada, between the hours of 5am-10pm Pacific Time. Click on HELP & CONTACT at the top right corner of most screens.  Work through the questions.  At the end you can either send a message or use the Call Me option.
