eBay is not more as it was before

I bought Samsung S5 LCD  more than 30 days ago and  have not received it u ntil now. I tried to open dispute but  it is not possible because eBay does not have that choice or I can not find that.

Does enybody  know where I can find right answer. This is really strange situation.

You had 30 days after the last estimated delivery date to go to the Resolution Center (bottom of page) and open an item not received case.  Four days after opening the case, still no item? Then you could have returned to the case and requested that eBay step in so you could be refunded.

You need to read the Money Back Guarantee which spells out the options for a transaction that goes wrong.
