eBay global shipping item get damaged. The buyer request a return, but my listing term is no return.

eBay global shipping item get damaged. The buyer requested a return, but my listing term is "no return for international buyer".  I am not sure if I want just turn down the return request, because that will make the buyer feel disappointed. But if I accept the return, it is very complicated for shipping it back and refund. For this transaction, the buyer is from Europe who paid over $144 for it. The item price on eBay is $70. Domestic shipping fee charged a little over $7. So eBay global shipping took about $67. And the return shipping fee won't be cheap. But it is damaged during the shipping (very likely during the international shipping part, but hard to confirm from seller points of view). Any other sellers got the similar situation? How to handle this case in a way reasonable to the buyer? I guess eBay global shipping program need to take some actions on this case. But how to make them know the situation?

Have the buyer file a refund request using the reason arrived damaged.  

 

Then you contact customer service to make sure that the GSP refunds the buyer and it doesn't come out of your pocket.

Scroll to the bottom of the screen, click "contact us"  Drill down to the topic you need assistance with.  

Then on the left hand side select chat with automated assistant.  When the chat box pops up if live help is needed click "see more" then click "contact an agent". This bypasses the chat bot and you can either chat with or get a call back from a real person.

If you are using a cell phone turn off the spam filter or it may block the call back

2. Or you can also contact customer service by sending a private message on social media. You leave a message and an eBay employee will get back to you as soon as possible. To speed things up you can leave your registered account information in the PRIVATE message: Full name, address, phone number, email address, user ID, and a brief explanation of your problem.
