eBay Global Shipping Program

eBay number  162905069016.  German buyer through Global Program contacted me after receiving the item and simply stated that he did not need it and wished to return it (buyer remorse).  Then he went and opened a return request through eBay.  I saw the request and went to reply, but my 20% restocking fees and the original shipping were not showing as a charge deduction to him on the return request.  I then called eBay, explained the situation, they advised me to send him a message explaining that his refund would be less the restocking fee.  I sent that message, did not get a reply.  The package arrived, I went to the original paypal payment and refunded him partially less my restocking fee.  eBay CLOSED the case in my favor.  He contacted me asking why he did not receive a full refund, I explained.  He then went to paypal and opened up a case and since paypal could see that the item was returned, they issued a refund for $41.59 to complete his full refund.   eBay USA and eBay international do not have the same return program, this is a discrepancy.  eBay advised me on how to handle the return, I followed the instruction, the case was closed by eBay and the buyer went to paypal to get the rest of his funds.  eBay owes me $41.59.  I called eBay, obviously, and the USA eBay team would not credit me the $41.59, they said I needed to be transferred to Germany to talk to the eBay Germany Platform staff.  I was then transferred, they don't speak English-HA!  So they finally get a staff member who barely speaks English and she says to hang up the phone and she will handle this through email.  Ridiculous, the time wasted on this has cost me more than I am trying to get back.  I then call eBay USA again and explain the situation AGAIN, and they will not credit me $41.59 and make me happy, even though we are averaging $100K per month in sales currently.
