my question is, I went to checkout an Item that had a discount code good till 3-31-25 and when I entered it it wouldn't accept it and said it was no longer valid. Does ebay stop a promotion before it expires?

Yes they can do this if this is an eBay promotion and not a sellers promotion.  eBay sets aside a certain amount of money for the promotion.  Once the money has been used up the promotion will end even if it is before the stated end date.
