something has changed on  ebay i can not get a picture to transfer to the web site to get a refund . anyone else have this problem

Adding a photo to a refund request is not a requirement.  A seller may ask for one though.  What type of dispute are you filing Item Not Received or Item not as described?  Are you trying to do that on the app or from a computer?  It is possible the file is to big to be transferred, so you might want to resize the image.

eBay may be requiring a photo for some returns (it is not entirely clear -- this appears to be a recent development).

 

If you are unable to add a photo to complete the return process, contact eBay customer service; they may be able to allow you to bypass the requirement.

 

Use the Help & Contact link at the bottom of the page to request a call back from eBay. Use the "Contact us" link and follow the prompts for your issue and you should eventually wind up on a page with a chat option. Choose that, and the last option that appears in the chat window -- use the "See more" option -- should be "Contact an Agent" to request a call-back if you are in North America.

At least one user having problems adding a photo to a return was able to eventually add the photo by first pasting the photo into a standard Paint program, then saving the image as a JPG.
