Please i need a advice

I now have a monthly subscription and I want to change it to an annual subscription? (basic store)
When is the best time to change it because I am afraid to change it now and eBay is cutting subscription fees for the second time this month
I hope you understand what I mean?

I don't think there is a "best time" to change your subscription. I have not heard that eBay is cutting fees for stores. You could try asking folks on the Selling board for advice: Selling - The eBay Community
