i want to cancel and order because the seller doesnt accept returns and i didn't realize the seller doesn't accept returns. and not they wont cancel my order and demanding payment!

Only the seller can cancel your purchase. If you do not pay for your purchase, the seller will cancel as unpaid. One unpaid cancellation won't hurt you, but sellers can block buyers with 2 or more, so be careful to check terms if being able to return is important to you.
Remember - the seller's o return policy only applies to buyer's remorse - like 'doesn't fit', 'changed my mind', etc. All sellers must accept returns when an item is not as described.

No. You are not entitled to cancel an order you placed or committed to buy.
You are protected if the item is not as described but other than that sellers are not required to accept returns and are not required to agree to you cancelling.
Your desire to cancel does not override your promise to pay.
