can you use a gift card if you do not have a Paypal account?

I want to use a gift card to cover part of my order but I am confused whether or not you have to have a Paypal account in order to use a gift card. I tried googling it but it seems like i am getting conflicting answers. Some people say you need to have a Paypal in order to use a gift card on ebay, but others say you don't anymore.

The last part is correct you don't need a PayPal account any more but you do need some type of payment most likely a credit card.
