A customer would like me to make her a coat in a large size that i dont normally carry. i would do it but i dont want it to be returnable as i wont be able to resell it. is that possible to do on ebay?

If the buyer files a "not as described" claim on eBay, you will have to refund the buyer, though you may not be required to provide a shipping label if you do not want the item back.
Returns and refunds are not the same. You don't have to accept a return but you can be required to make a refund even if you do not want the return.

You can have no returns, but that doesn't mean you won't be refunding.
If a buyer opens a return and says the item doesn't match the description, no returns won't mean anything.
