It will likely cause an inordinate number of login requests and Captcha requests, particularly if the IP is rotated through various countries. This can interfere with time-sensitive bidding.
I don't use a VPN, but I frequently use my browser's "private browsing" or "incognito" feature when I want to log in on a different account at the same time this user is logged in. Most of the time I can do what I need with my account using private browsing (it probably doesn't cycle through IPs). However, if I fail to log out at the end of the session, the next time I log in as a different user, I'll get the Captcha sequence. So "private browsing" seems to work well and is probably less troublesome than a VPN when on eBay.
