can a seller deny your offer $ on a item  when the offer was approved by the seller . Seller denied payment and increased the item $ instead. Posting was $8.99 now it’s $14.99

A seller does not have to accept an offer you send. It is not a very nice seller who declines your offer and then raises the price, but it is not against the rules.
