buyer protection

hi.

I am trying to buy a lawn mover from somebody, and they opened a eBay Buyer Protection oder, I am not familiar with that, that way I buy eBay cards for the amount of the price for the lawn mover, and then I call a certain number to give them my codes from the cards, then the buyer sends me the mover to inspect and gives me 5 days to do so, but that everything seems to me that the only one having to risk everything is me. 

is there something like that or is it simply a fraud?

Yes, it's fraud - there isn't any mower - just a criminal trying to get your money.
