My buyer claims they did not receive their package. but it shows delivered.
It was sent via USPS first class insured.

Did the buyer contact you by message or did they open a case with eBay for item not received? If they only messaged you, you can just reply saying tracking shows it was delivered. If they open a case, you need to respond to the case and upload the tracking number showing delivery. You need to upload the number even if you bought the label through eBay. Once you upload the number, contact eBay and ask them to close the case in your favor.
