If your buyer has already paid, all you can do is refund a portion of one or more of the shipping charges. Do this from your sold list - select 'send refund' next to one or more of the items. To create a single label for the items, use bulk shipping. https://gslblui.ebay.com/gslblui/bulk
If the items have not sold yet, you can revise your items to allow for combined shipping - then when the buyers put items in their cart, they can either ask for a total, or you can tell the system how to calculate the shipping. You can revise any item except auctions with bids or auctions with 12 hours or less remaining.
To tell the system you will combine shipping, go to https://www.ebay.com/ship/prf and edit allow combined payments. Select a number of days - 3 is good unless you run a lot of auctions and want to allow more time.
If you stop there, the buyers will be able to ask you for an invoice with the combined shipping.
You can also tell the system how to combine the shipping by setting a rule. It looks like you use calculated shipping, so on that same page https://www.ebay.com/ship/prf click edit by calculated shipping rule. Select how you want the system to combine and save.
If you create a rule, you then need to add that your listings. You can do this with bulk edit. If you haven't used bulk edit, reply back and we can add instructions.

@wooden_flower Concerning the link to the "Buy labels in bulk" in the first paragraph, where on eBay's Seller Hub > Awaiting shipment - print shipping labels page? is the link or choice for that?

I don’t have any items waiting for shipment, so I could not grab the ‘print labels in bulk’ link from the purchase shipping label page from items waiting shipment page. 🙂 Plus, most sellers don’t use seller hub, but I assume that same link would show when you select purchase label from the basic ‘my eBay selling’ page. Perhaps you could add it?
You can also get there from the notification bell at the top of your pages - when you have multiple items waiting for shipment, I would using the link there takes you direct to bulk labels.

@wooden_flower Presently, Seller Hub > Awaiting shipment-print shipping labels has no direct link to Combining shipping on that page and the only link to the "Print labels in bulk" is found when a Seller uses the Print label function on ONE sold item, the link is in the upper right of the label flow page. I have been explaining that process OVER AND OVER on The Community for well over a year and have brought the issue to eBay's attention MANY TIMES but as of this writing we still do NOT have the word "Combine" or "Combine shipping" on any Seller Hub flow until you get to the Print Labels in Bulk page. I asked you in hopes that perhaps it had been added on some accounts but not yet visible across the entire site.
Actually, most Sellers need the Hub to access their financial statements with managed Payments but I can't speak to what most Sellers use for their day to day eBay work (Hub or My eBay Selling), all I know is when I give the explanation doing it through the hub it works and I as yet to have a Seller say "I don't see that" ...
I always preferred the Classic My eBay Selling pages but those are long gone ...
