account on hold

my account is on hold and no one is contacting me to help get me started. how does one get service on ebay.

I have tried many times to reset my account but to no avail.  I want to start selling but I am blocked and don't know why.

The email you got stating your account was "on hold" should have told you why and what you need to do to fix the issue.  You need to follow those instructions.
