account on hold can't print label

I shipped a laptop on March 17 and it still hasn't been delivered to Buyer.  I talked to USPS and they said it is just really late but it is in transit. It has remained in the "in transit" mode for several more days since I talked to USPS. Everything I have sold since then I am not able to print labels to ship. How can I print a label from Paypal instead. That is what eBay told me to do but I don't know how since they don't work together anymore.

Any help would be appreciated.
