Ebay, sent a prepaid shipping label to a buyer of mine with the incorrect mailing address. I changed my address on EBay a year ago. I called Ebay to ask them to cancel the label and send another with the correct address. I spent one hour on the phone with Ebay, pawned off from one to another, but never got the label canceled and a new one issused . The people I spoke with could hardly speak english, and with a very heavy accent , I could n't understand all they were saying. I tried calling Ebay today, no such luck. What has happened to their customer service? The byer insist on shipping to the address on the shipping label, knowing it is the wrong address. I sent him the correct address and asked that he change it on the shipping label. If I don't recieve my merchandise back , am I obligated to refund the Buyer?

If the above return address is not what was on the return label, I would contact customer service again.
If the buyer uses the provided label, and tracking shows delivery, eBay will make sure you issue the refund, or they will do it for you.
The buyer can't change the label eBay sent, but you could create a new label through paypal and send it to the buyer in an eBay message, asking them to update the tracking # in their return. Or see if the system will let you upload it to the return, so the buyer can print it from there.
