Bought an item for China. It was mis-advertised and didn't fit. Back and forth with the seller who keeps saying they are going to resolve but nothing happening.
Started a return but the seller told me that they couldn't issue a partial refund since there was an outstanding
return.
Cancelled the return and now don't know how to get Ebay to review since the return is closed.
Is there any resolution?

A mis-advertised item doesn't match the description. Your seller has to send money for the return shipping.
Perhaps you chose that the item didn't fit? If you did that, asking for a partial refund is a logic step, but leads to nowhere if the seller doesn't cooperate.
A cancelled return is closed and cannot be reopened.
If you paid with Paypal, you can open a dispute there. But you need to find help from PP for the return shipping. https://www.paypal.com/us/webapps/mpp/security/buyer-protection-resolution
Better is help from your card provider. Did you use a card?

This seller was brutal.
First told me I had to pay for shipping.
I did pay with a card. Good point.
I am surprised a seller can abuse a buyer
and Ebay offers no assistance.

Ebay do offer assistance if your request is based on a complaint that the item doesn't match the description.
