Seller just started on eBay. Seller sent wrong item. Seller didn’t respond to first contact made. Two days later I attempted second contact and received response with apology. Seller states cannot generate return label until I initiate return. Also stated cannot send correct item until I send the incorrect item back. Is this all correct? How do I protect myself from possible scam?

How do I protect myself from possible scam?
By opening a return as advised by your seller.
If you received an item that is not as described, you have up to 30 days to open a return using the option next to the transaction in your Purchase History. The seller will have 3 business days to provide a prepaid return shipping label or else refund. If he does neither, go back to the case on day 4 and use the option to ask eBay to step in. They will force the refund.

Open a Return Request for an ITEM NOT AS DESCRIBED, wrong item. Seller will pay for the return, if he wants it back, and/or refund. If no response by the fourth day, go back and ask ebay to step in. Do not close or let the case expire without doing this, if not resolved.
Note that if seller does not offer a exchange/replacement option when you create the return, seller will have to refund and relist the item again for you to purchase, which is usually the best way to handle this anyway.
