Winning a bid but seller refuses to ship

I won a bid on a heater it went for 18.50 and free shipping it did not have a reserve and now the seller is refusing to send it to me because it only went for $18.50 this has happened to me more that once and I'm sick of it just because it didn't sell for how much you wanted doesn't mean you can stop the highest bidder when you didn't have a reserve and then they contact eBay and lie and say Im the one that wanted to cancel the purchase to keep them out of trouble is this legal? I thought that that's what the reserve was for that way if you don't at least get your lowest asking price then it restarts but canceling because you wanted more money for it should not be allowed I paid for it right after I won the bid somethings got to be done because this is a waste of my time and every other bidders time and if a seller does this they should not be allowed to sell on eBay!!!!

Sellers have to cancel for the reason 'out of stock' if they regret the outcome of an auction. They should choose a higher starting price or a reserve price which is expensive though.
 
 

Chose "They do not intend to complete the sale".

And then "The seller has violated one of eBay’s policies".

And then "Seller doesn’t want to complete the sale".

On page 3 you also can tell what happened and which seller was involved.
