Winning Buyer Unpaid Item

A buyer purchased one of my Buy It Now items.   Buyer messaged me that payment will be late because he/she was moving and needed to set-up a bank account.  When registering for Ebay, is this required or part of the process, to include a bank account?  Buyer did not pay within the time frame, so my item can be relisted.  Just wondering if this was a legit contact or not.   Feel bad if this was an honest statement made by First-Time Buyer.
