A person from outside the US is new and wants to pay cash. I replied and told him absolutely no. He proceeded to bid on my items and now I am concerned he will proceed and pay the cash. I did write him again and informed him to use ebay payment system. Does ebay allow members to register without enrolling in a payment system? I am considering cancelling the orders and blocking this member. I have tried to have ebay call me and twice the calls have failed when they called. I have been doing this for over 20 years - ebay is normally smooth except when things go wrong, it has never been resolved by ebay and I have always been the one who would loose the money. I did change all my settings for US only sales. Sorry for venting here but please let me know your thoughts.

It’s not possible for them to pay outside the eBay payment system. If they don’t pay 4 days after the purchase, on the fifth day you can cancel as “buyer didn’t pay”, and they will receive a nonpayment strike for each item. Most of us have our settings to block buyers with 2 or more nonpayment strikes in the previous 12 months.
