It's such a pain when buyers make an offer and then not pay, just because they have the same listing and want yours taken down. It's obvious and ebay won't do anything about it. You should be able to cancel an order anytime you want.

Sellers can avoid nonpayment by listing an item for a fixed price with immediate payment required and by not making or accepting offers.
Sellers can cancel at almost any time, but depending on the reason for the cancellation the seller may earn a defect or may wind up owing fees.
To cancel for nonpayment, the seller must wait for the four full days that the buyer has to pay.
eBay has begun requiring some buyers to provide a payment method to make an offer so that the buyer is charged as soon as the seller accepts, but until this is extended to all buyers in all situations, a seller accepting an offer must also accept the possibility that the buyer will not pay.
