Why won't ebay help me?

I purchased an item 3 months ago, never arrived. Have taried multiple times to request a refund with no result. Can't actually speak with any customer service reps. Why would I ever buy anything on ebay again if they allow someone to rip people off with no ramifications?

At this point, if you paid through PayPal, you can try opening a case there. If not, check with your credit card company.
