Why doesn't ebay remove listings that break the rules?

I find it really frustrating when searching to find listings for products that are clearly the wrong brand.  According to ebay, it is against the rules to list something with a wrong brand name in the title. 

I've periodically reported such listings but have never once seen any action.  I tried again this week with an obvious fraud (one of the pictures shows the real brand name -- it isn't always that obvious).  And yet again, ebay did nothing (listing #232318757052 -- it is not "Pomona" brand).

Does ebay ever take an action?
