Why doesn't eBay search seek what one wants?

Why doesn't eBay search seek what one wants?   Is the answer because eBay is too cheap to hire skilled programmers?    Or is eBay losing sales to Amazon/Walmart etc and getting anxious?   I've been searching for a phone.  I click the boxes for new, US vendors only and yet the results that come up  include in the small print "renewed" and overseas sellers.   Of course there's always the slippery vendors who say their product is new but the small print says it's an open box customer return and may have small blemishes, scratches and be missing the charger/instructions/original packaging.    Much the same with other products too.    Then there are the vendors who claim they're US based and take an order and get a shipping label through eBay to get a tracking number to make you think it's been sent while they wait for it to be sent from a shipping center that's sometimes not even in the US.   Not the eBay of years ago.
