Why does the drop down not allow me to cancel and order for non-payment?

I have waited four days.  I am a new seller, and I have had 5 high ticket items purchased by non paying members.  I am shocked at the scammers now on eBay.

4 "full calendar days" must pass since the transaction.  I read that to mean that if the auction ended Monday you would not be able to cancel for non-payment until Saturday after midnight (I'm making an educated guess this is according to Pacific Time).  If that is accurate (and since eBay writers of Help Pages seem to be more skilled at obscuring things than accurately and precisely communicating them I don't guarantee it) you cannot open anything that sold on 10/16 or later at this time.
