Why does eBay say I need to pay original shipping cost on item returned by buyer?

Sold an item. Buyer has returned it and I want to refund her. When I go to do this, the original shipping charge is included. That should not be happening. She is returning it because she says it is too big. I can not remove that charge from the total return cost. Anyone know what to do to change this? TIA.

If your listing had a 14-day or 30-day return policy, that is for any reason, and when the item is returned, you refund the buyer in full.

Wow. When did that change? It was not always that way.
