Why does eBay allow sellers to automatically give tracking number calling a purchase shipped, then a

This is getting more prevalent with each purchase.

It is eBay that sends buyers an email saying, ’Your package is being shipped!’  as soon as the seller purchases a shipping label. 
 
That is NOT something that sellers do on their own.
