Why does an item from Japan not show import fees

I would like to buy an item from japan, the description of the item states " import duties, taxes and charges are not included in the item price or shipping charges. These charges are the buyer’s responsibility.

Please check with your country’s customs office to determine what these additional costs will be prior to bidding/buying."

 

When I try to buy the item it doesn't show any Import fees or tax.

Why is this? Do I pay anything at all? Please help I don't know much about how these things work.

The answer to how to predetermine customs and other costs outside of the eBay price and shipping is in the message you posted:

 

this is a cut and paste of the information from the message you posted that you need to find out the costs for importing from outside your country:

If the item is being shipped to the USA, there are no customs fees unless the item cost exceeds $800.00

If you owed any fees you would pay them when picking up your item.
