I sold an item and the buyer noticed we lived close by, and asked if he could pick it up locally. Why wouldn't eBay allow me to add this as an option after the sale? It sounds like their annoying solution is to cancel the sale and list it again. But then both of us have the uncertainty of whether the sale will really go through. What harm would there be in adding another shipping option after the purchase? eBay, please do that.

I would suggest clicking on the "Tell us what you think" bubble that appears on many screens. I agree that adding Local Pickup after the sale might be advantageous for buyers and sellers, but I do not know what programming that might involve.
For now, the seller has to cancel the transaction for Problem with buyer's address, and then relist the item with Local Pickup, so you can then repurchase the item, selecting Local Pickup, so when you pay, ebay can then send you the QR-code (and 6-digit code) to take with you when you pick up the item.

If buyer hasn't paid yet, you can add it by clicking on Send Invoice.
