Why can't i upload a video to my listing. No option available anywhere

I can't seem to find a way to upload a video to my listing.  All the answers online say there should be an option to switch to new listing view.  But I do not have that option when  I create a listing

To switch to the new listing tool, when creating a new listing, you should see a link at the top of the listing page, it will either say switch to the business tool or the new listing tool. Either option will take you to the new tool. Ignore the warning and switch, anyone can use it. If you do not see the link save the listing as a draft and then you can open the tool with this link. You will see your draft and click resume to open it in the tool.
