Buyers cannot cancel a purchase, but they can request the seller to cancel it. Because cancellations cost sellers time and money they can't recoup and because they disrupt the marketplace for other buyers however, the seller is under no obligation to cancel.
You need to be sure you want to buy BEFORE you buy. When you make a purchase, you entered into a binding contract to pay.
