Why can't customers ask for an invoice/request total from me with items in their cart?

I have been having problem with this, customers trying to request total and the option is grey, can't do it, so I'm missing out on sales becuase they don't want to pay full price and not been able to combine invoice for them..what's going on?

Do you have combined payments enabled?  You have to turn this on before buyers can see a request total button.

  1. On the Manage shipping settings - opens in new window or tab page, select Edit beside Allow combined payments and shipping.
  2. Choose the time period during which you're willing to combine payment for purchased items and select Save.

Are you using a desktop computer?  I have read that sellers using a mobile device can't send a combined Invoice (or a buyer can't ask for a combined invoice if using a mobile device).  Can't remember which, as I only use a desktop computer.

Is it possible you list your fixed price items with immediate payment required?  I'm pretty sure that overrides the ability to ask for a combined invoice.  This isn't visible when viewing the listing - you would have to edit the payment section to see if you have this option selected.
