Why am I getting insertion fees when I have a 10,000 listings store?

Hi everyone,
I'm currently subscribed to an eBay Store that allows up to 10,000 free listings per month.
But I'm getting charged $0.11 insertion fees even though my active listings are below the 10,000 limit.

Most of my listings are fixed-price items and I haven’t hit the limit. Is there something wrong with my setup?
Is there anything I need to check to stop this from happening?

Did you take into account that when listings renew it counts against the free limit?
