Where is the "FREE SHIPPING OPTION" when setting up auction.

Who ever is in charge of making changes to sellers auction set up page should be Fired. Two hours of going in circles.  I simply want to add Free Shipping, but there is absolutely Zero information, except a runaround.

 Has the option been removed?
