When are "agents" ACTUALLY available?

Thank you.  And I appreciate that you answered quickly. 

But they write that they are open at 5 a.m. Pacific time, it is over 2 hours past that and still showing that it is outside of their live agent hours.

And if you know, when a seller has told Ebay that they sent a return label, but told the buyer to pack sand, is there any recourse other than a live agent (to initiate a chargeback) and negative feedback?

eBay is located in California so it's only a little after 4:30 AM there.

About a return shipping label, did you open a request? If so, and the seller will not send a return shipping label then you need to ask eBay to step in. Go to the request to see if that option is showing. You can ask about this when you call eBay in a few minutes. They can look at the request and help you from there.
