How long ago did you purchase the item, and when was the recall issued? If tracking shows it was delivered more than 30 days ago, you do not have any ebay money back guarantee protections. You can try contacting the seller, but they are not required to do anything after 30 days either.
If the recall was issued before the item was listed, somehow it got past ebay's product safety policy (link below).

If that happened and the 30 day return period has lapsed, you can try contacting ebay through its social media sites on Facebook or Twitter. (links below) You will need to provide the ebay item number, seller's username and provide a link proving the recall was issued before you bought the item. You may want to give the order number as well to prove when you bought it. Then give your real and ebay username and your ebay email in case the rep who catches your case needs to contact you.
