I have gone through all the necessary channels to get my issue resolved, but yet I still didn't get my refund and eBay says it has been closed. I did appeal and they did issue a request after that (noting that I was entitled to it), but now nothing has happened. Where else can I contact someone!!

What sort of case did you pursue? Did you ask eBay to step in when required before the deadline?
If you have exhausted your ability to pursue a refund or an appeal on eBay, you may still have recourse from PayPal or your payment method, depending on the exact issue.
