What can I do if a return was closed but the item was sent to sender?

The sender declined my return.  Later, it said it arrived but was sent back to the sender.  I'm wondering how I appeal this or get a refund.  This seller said they would refund me but will not respond anymore.  I am getting very frustrated with ebay.  Any advice?

@dhooy70   First I think we need to understand the chronology of the package:

-It was shipped from Seller to you correct?

-Was it delivered to you and had delivery confirmation showed on the transaction?

-What kind of a return claim did you file and when?  Before the item arrived or after?

-Why was the return claim closed?

-When you say the Seller declined your return and later it arrived but was sent back to the Sender does that mean YOU sent the item back after the Seller did not accept the return and the package is coming back to you???

It was delivered and the confirmation showed this

I signed a return before the item arrived. I believe it was a return

The seller closed it but I said I was going to return it and had not received it. The seller said she did not have it and was shipping.

It later was sent back to the seller and she said I will refund your money. Then, she never refunded me which I'm frustrated about. I kept messaging them and they will not respond anymore

No it was declined but I sent it back after not accepted. The package is with the seller now and I never got it. It is with the seller now and I have nothing and am being charged for a game I do not have which is frustrating.

What can I do to appeal this or how do I contact ebay customer service?
