What are the standard eBay selling fees?

I don't understand FEES for listing, i still pay fees per item $0.05, but now i must pay $0.30 per item. Why ?

The promotional offer of 5¢ insertion fees for certain media categories expired on April 30, 2015.  Did you not see all the announcements about the Spring Seller Update that was first posted March 17, 2015 ?
