What are charges for "Outstanding Shipping label cost?"

On my Dec. financial statement, I've been charged about $34 for "Outstanding Shipping label cost"  What is this? I weigh all my packages on a scale and always round up. I always pay the extra if I've undercharged the buyer. And I can't find info about this anywhere on the Ebay help pages. Thanks for any knowledge you can share.

It is hard to say exactly without more information but if you shipped through USPS then they did not agree with your determination of shipping charges and billed eBay for the extra.  If you shipped through FedEx or UPS then you need to know that once they receive the package they tend to add on surcharges for various things that are not known in advance by the eBay shipping calculator as it is up to these shippers to assess the extra charges.
