You need to report the theft to your bank.
Only if your step sister hacked your eBay account and purchased the items using your account is this an eBay matter. If that's the case, change your password and notify eBay. Read here:

As stated, IMMEDIATELY contact your bank to cancel the card, tell them which charges you are disputing. If she is using her Ebay account to purchase the items, but charging them to your debit card, there is nothing you can do on Ebay. CANCEL THE CARD IMMEDIATELY.

If she is using her Ebay account to purchase the items, there is nothing you can do. When she tries to pay for items, the charge will not go through if you cancelled your debit card with your bank.

Credit/debit card holders aren't responsible for unauthorized charges made on their account BEFORE they realized (and reported) the card as 'stolen' ... and only responsible for up to $50 if they fail to report the card as stolen. [This is a federal law.]
It's a shame that innocent eBay sellers will be paying the cost of your family problems ... but you need to contact the bank associated with the credit card. eBay has nothing to do with this problem.
