We have the priority tracking number and it looks like it just stopped moving after about 2 days after shipping. Do we as the seller do something or does the buyer?

You are the shipper so you can file a Missing Mail piece claim with USPS. Where did it happen to stop and where was it being shipped to?
The Buyer can file a claim that they have not received their package (item) one day after the estimated delivery date. If they do then you upload the tracking number to the claim. You have 4 days for tracking to show movement. On day 4 if it has not moved you can try contacting eBay and ask for an extension of the claim. The will give you 10 days more. eBay Customer Service
If the package is never delivered you will have to refund the Buyer and then file a lost package claim with USPS.
