Watching is for the benefit of the watchers.
Sellers benefit indirectly by allowing potential buyers to quickly find an item of interest again after the first time it is located rather than having to search all over again. Not all users are intending to make an immediate purchase, after all.
If you are annoyed by users seeing your items but not buying, perhaps you should simply ignore the number of watchers entirely.
Shedding watchers by relisting is pointless and counterproductive.
